Before bidding, the organizing committee had created a list that reflected the achievements and intentions of each company for each competition, and the results were almost exactly the same. Also, within the Organizing Committee, there was a shared understanding that the company that had received the order for the test tournament would also be responsible for the operation of the main tournament, and it seems that the order was in fact a unified order.
